I personnally dont see the need for a 1000psi relief device before a low pressure regulator.
The device comes from the robot wars days when we started to see the first high pressure robots and some of the technical people knew nothing about the properties of CO2 (e.g. trying to fill bottles by pressure).
Today it is mainly a fair play device for the high pressure boys and a bit of a safety device.
Regulators are designed to be connected directly to the bottle without additional relief devices and the breakdown of the regulator would be vented by the low pressure relief device anyway. The addition of a 1000psi relief device only adds to the complexity, cost and weight in such a setup.
