Full body spinning robots with an eccentric mass or €žtwackbots€Ÿ, are excepted from this section unless they
spin over 500 revolution per minute.
It is only twackbots or those that rotate using their wheels are exempt from the rules on spinners. In short, if the whole robot doesn't rotate and it's only a section, then it is not exempt from the rules on spinners and must only be operated in a suitable arena.
