I'm now leaning more towards a single acting ram system and going on advice, by placing the ram correctly I should be able to get a flipper that is very close to some high pressure systems.

So he buffer tank is normally empty until the regulator has enough gas, the gas from the regulator goes to the tank were it sits until the 'normally closed 2 way valve' is opened and then it rushes out into the ram?

I'm not sure what you mean by normally empty ..it's an empty tank that is filled from the main co2 tank via the pressure regulator at the start of a fight....
The regulator supplies gas at the set / required pressure...it can be ANY type of pneumatic valve.
