Do any of you guys know any weapons that are reasonably cheap to make and are very good because A) i have just lost a sizeable chunk out of my budget and B) flippers are boring, everyone has them

A wedge is pretty effective but if you want something active a drill/windscreen wiper motor powered lifter might be the way to go.

u could build 1 but i wouldn't because most contests will not let u fight

yes you can only fight 2 times a year with a spinner as most arenas can't hold them.

As in, the arenas aren't strong enough to take the hits of powerful spinners, if it's not a spinner you can enter it everywhere.

drum spinners have the same rules as all the other spinning weapons, check out the fra rules for more info
