If person X writes a question, and person Y reacts, but realises after 10 minutes that he/she wrote a serious mistake...Or an answer written in anger... Then person Y should not make mistakes...and not write in anger...

If you get caught being abusive etc. etc. then appropriate action will be taken, you dont have to do anything. How good is that.
