In both cases you are running the motor at 1.33 times its rated voltage. So it depends if the normal speed of your 12 volt motors is the same as the normal speed of your 18 volt motors. Try it and see. But within a month the weight limit for feathers will rise to 13.6 kg - you could just wait for that instead of changing batteries and motors to save weight.
