Not from the FRA but I do know that such rules first have to be put forward to the FRA governing body, they will then take action from there, which would be a public vote or in a comity meeting where your regional rep will obviously represent your regions views! At this moment in time, nobody has put forward a rule change regarding the weapon issue, and weight to 13.6Kg was voted on but it was voted that there should be no rule change to the weight respectively.
