The Robogames in San Francisco allow 48V (and I think higher voltages with prior notification and permission).
so was the 48v allowed?????????

The FRA will not simply increase the voltage limit (or any other rule) simply because it looks like a good idea. While in effect it is a straight forward change, there are a number of factors to be considered. Full details will be available in the minutes once they have been approved and released.

Keep it safe and simple; stay with 36 V nominal.
Higher voltage plus low resistance batteries can be life threatening.
750 psi pnumatics can also be life threatning, but they are being used , a lot of the technoligy it robots can be life threatning, but used properly, with appropriate safeguards they are OK.
I really dont think the electrical resistance of the batteries is significant, compared with the resistance of the human body...
