I think the easiest way to depressurise the whole system could be achieved through the safety valve (eliminating the need for a separate dump valve) Most safety valves can be manually opened by pulling a ring on the valve itself. If you install the safety valve directly onto the buffer tank, and attach a suitable lanyard and ring to the safety valve, all you need to do is pull the lanyard to dump all the gas.
