Moving the cylinder closer to the hinge will make the flipper weaker on the end of the arm due to the lever ratio.

The main reason people say, large bore, short stroke cylinder placed as close as possible to the flipper arm hinge is the best solution.. is placing it close to the hinge to compensate for the shorter stroke giving you a shorter flipper throw.
