I think the rules as published on the FRA website are clear, perhaps I'm wrong but.

Any robot that remains stationary for more than 30 seconds without being in contact with another robot will be deemed to have been knocked out. This rule will also apply to any robot that becomes trapped by any part of the arena or arena hazards, including the pit.

This is about as succinct as possible.
