but i am now trying to build a pneumatic axe like steel avenger

Nor cheap, nor easy to do well.

I have acess to lots of tools, all the ones I'll need

Basic tools. Drill, (pillardrill is a big bonus), anglegrinder with cutting off and flap disks, welder or a large supply nuts and bolts.

I might build with hardox,

Good for you, a supply of drillbits or experience with sharpening drills is recommendend.

and I can get most materials, and items.

So can everybody, that's just a question of budget.
