The one rule limiting spinners is that they must fight in a fully-enclosed arena. Once the arena provides the safety there is no reason to impose artificial limits on spinning weapons. There used to be a tip speed limit, but this was dropped when enclosed arenas were introduced.
Many committee members have been involved in ants for a long time (thats why theyre committee members), so they have possibly built a spinner at some time. Of the committee members present at AWS13, only three out of seven were running spinners. Several non committee members were also running spinners.
Metal armour was introduced after a long discussion prompted by spinners reaching the point where almost everything was being destroyed. Many opposed the introduction of metal for a variety of reasons, so a compromise was reached. In fact, few have made use of metal armour, not because of the rules, but because of its weight and difficulty working/fixing it (compared to plastics).
It has been agreed that the rules will not be amended at the present. When changes are considered Im sure the metal armour debate will surface once again...
