Running four 12V drills on 12V - hmm, the Sabretooth may handle it but personally I wouldn't be too confident in it.
Running four 12V drills on 24V - not a chance. Gary managed to bugger up two just running two 18V drill motors on 24V.
My personal opinion is that if you are running two drills per side, there are very few dual controllers in a reasonable price range that I would trust. That's not to say there isn't one, or that a Scorpion XXL (for example) wouldn't handle them, but I don't have much practical experience in ESC use much beyond Electronize.
Whenever I've run two drills per side I've used the 30A Electronizes with the external relay mod. Used to be available from Technobots but not any more. They can still be bought from Electronize.com but I think you have to ask them to modify the wiring and then buy your relays separately. But two of them come in at ~£100 so its a bit past the price you mentioned. Plus they're bulky.
There's also the Victor 883 option for more precise control but again they're not dual speed controllers so you'd be looking at ~£120 for full control and that's not including international delivery, customs tax etc.
So basically I don't know many other options beyond those two :P
But I also don't think you'll find a controller or controllers with a comfortable safety rating margin (i.e. won't blow when you overvolt them/push against an opponent) for around £50
To sum it up, I doubt you will be able to find a controller for 4 drills for under 50 quid. Hate to say it but you're either looking at spending more cash or perhaps modding a couple electronize.
DONT TRY AND USE A SABRETOOTH WITH OVERVOLTED MOTORS
A very nice controller if you respect its specifications. Try and push its limits and you will most likely see the smoke.
Don't bother overvolting 12V drills to 24V, 18V should be fine but 24V and you will see smoke from them after a 3 minute battle. Not to mention that the machine will probably be too quick to control.
I agree with Gary here, a nice rule of thumb is not to overvolt beyond 1.5x the nominal voltage. So you can run 12V on 18V, 24V on 36V, etc. You get that little more oomph you want without having to worry about wrecking your motors every event.
As for speed controllers that handle 4 drills, you would be best off with Electronizes with the externals relays. I don't like how they drive but they are the ones most likely to be able to handle it. Or you go much stronger than that with a Sidewinder or the new Wotty.

is it possible for me to use 2 dpdt switches (1 per side) ? so for example i would have the left side wired up to one dpdt swich with a servo to flick it between forward backward and nutral?

I wouldn't bother, the response time would be terrible. Plus it wouldn't failsafe if power was lost to the receiver as the servo would remain in its last position.
One thing I have learned the hard way several times over is that its far better to pay a bit extra and do something properly than to try and bodge something together. If you don't have the pennies just now, save up and get some speedos in a week or two.
ah but what if i had external failsafes that attached to the sevos? and iv been thinking about the responce time, its a fair point but it would work all the same, this is only really for a school progect so im looking to keep it under a certain amount of money, and the markers want to see ome creativity (aka hands on work) rather that just buying somthing, however you points have been taken into acount and i will upgrade when i get to take this baby home :P
