To me, Grizzly Bear sounds slightly like The Translator - a vapourbot me and Aaron put together last year. Although your take on it is slightly different in the way ours was a a full body spinner and yours is a bar spinner.
LEM130s arent actually that heavy, and certainly arent limited to just rambots. I use them in pretty much all of my vapourbots, as they are much lighter in weight and more powerful than your standard Bosch 750 or S28-400 Magmotor. If anything, it would be the armour or weapon set-up putting Grizzly Bear overweight rather than the motors.
In terms of the skirts, theres no way some spikes are just going to rip a flipper plate off every time. As well as this, skirts are a bit risky on translational spinners and there is no real need for them. As Frank says, if you want to wreck low-lying objects use some low teeth on the bar to slice them up instead. On the subject of the bar, you say its destructive - but youll have to prove it... there is no mention of what powers it.
And to conclude, is this a Psyclonised killer or a flipper killer? You seem to have drifted away from the original intention. Skirts and the like are just parts that can be ripped off when facing someone like Psyclonised.

OK, Ill remove the skirts, and make the teeth slightly longer, now make the length 7cm
It is sort of designed to be a Psyclonised killer, as the cage and the hammers provide the perfect items to grab hold of and rip. And its not designed to rip the flipper out, its designed to rip off extension plates.

So, here it is again, the bar is part of the robots shape! The translational ability just helps it produce more force, and cut down on spin-up time.

Sorry, I think this is how an actual translational spinner works - It spins around, and drives around at the same time. So then the Tip Speed of Grizzly Bear is 510mph

I suppose with translational spinner you mean what we call meltybrain, the robot spins, therefore the bar spins, and you move by giving the right motor more speed at the right time, giving you motion in all directions.
How do you propose that it saves spinup time? Because now you are spinning up more mass than you would with the bar alone. Force I can agree a little on, except that the real energy that matters is at the tips of the bar, not so much on the rest of the robot.
What kind of size wheels and what gear ratio would you have to reach 510mph tip speed?
510mph is roughly 816kmh
60cm diameter is a circumference of 1.9 meters
So you would need to spin your 100kg robot with 7200rpm to reach that kind of speed.

The Turbulence Ive entered is the new MK2 version of the machine, which has the new armour improvement, and a full-pressure flipper - believe or not, the previous version was LP!
