If it isn't clicking it could be the board ....I'd try resoldering the pads on the board to ALL relay tags /connections.
A multimeter test on the relay coil connections should tell you a lot.

As I suspected, the current is not passing between two of the areas meaning the actuator will only go one way but I a) don't know how I get into it without breaking the cover, and b) don't know how I would repair it if/when I get inside.
Anyone able to answer my questions? Sorry about their being quite so many of them
The cover is just that ...a cover .
This might sound nuts but you could remove the top with a junior hacksaw and look inside.. stick it back if everything is OK.
I posted a link to the relays pdf ...you should be able to identify the coil connections and use a multimeter to check that voltage is getting to them when you operate the board via RC.
The fault choices appear to be ... a stuck / welded contact ... a burnt out coil ... a bad connection on the board ... a faulty board.
That would require me cutting the top off both sections since it goes through both so that's probably a job for later
