is this ESC capable of powering a drill motor?

Looks very similar to the Scorpion XL, I would say so yes :)

i used the 10a version in bow for ages and it does work but you won't be able to hit full throttle straight away because the current limiting will kick in and and therefore the acceleration will be halted. it's easy to get around just ease the throttle up to the full and it will be fine

Does the current limiting cut in well before it reaches it's capable peak then?

Or were your motors drawing over 15a?

well if you think about a battle at going from stationary to full power/throttle will draw a fair few amps and its probs that when it cuts in easing it stopped this
