where do people buy from?
and whats the max thickness?

I get my bungees from watersport companies, the stuff they use to tie boats to stuff.
VERY tough :)
I get bungee cord from sailing chandleries or ebay. Jimmy Green: http://www.jimmygreen.co.uk/ is quite cheap for stuff like that.
But having said that, when I wanted the biggest bungy cord I could for a scrapheap challenge project, I called all the bungee jumping companies. Annoyingly they were very reluctant to give me their old stuff (some rubbish about having to dispose of it properly for Health & Safety reasons).
I eventually got 20m of ~15mm stuff given to me. Its now in a couple of shorter lengths but if that sounds suitable let me know.
I've since found out that surgical silicone tubing is actually better/cheaper for storing energy but it depends on the application if it fits the space/force/stretch requirements.
